The Government of the United Arab Emirates announces the launch of “Best m-Government service”, which aims to motivate government agencies to provide innovative solutions in the field of smart phone applications, mobile websites and SMS.


About The Award

The “Best m-Government Service Award” is an annual award that stems directly from the newly launched Mobile Government vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President,  Prime Minister and Ruler of Dubai which aims to stimulate and encourage government entities to provide creative and  innovative solutions via smart phone applications and mobile phones. It will also ensure access to government services around the clock that are easy, efficient and transparent to meet the public needs and exceed their expectations.

The "Best m-Government Service  Award” is open for UAE Federal government Entities and  local government entities in addition  to governments from the Arab region and the World. The award also targets UAE university students.

The m-Gov award will focus on any government service delivery solution provided via your mobile phone using any of the below means:

  1. Smart phone Applications  (mainly iOS, Android, Blackberry OS, and Windows Phone)
  2. Mobile Web solutions
  3. SMS solutions

Assessment Criteria

Efficiency and Effectiveness

This criterion focuses on the efficiency in terms of improving the service productivity such as reducing the time and effort and cost associated with the delivery of the service as well as the effectiveness of the m-application/solution and ability to solve a problem that deals with Public Service with high level of impact on society.

  • Easier way to provide services
  • Minimize service provision number of steps
  • Reduce Cost (for customer and entity)
  • Impact on customer and society
  • Increase in Customer Satisfaction: level of customer satisfaction

Ease of Use

This criterion focuses on the functionality that supports mobile transactions with high ease of use and satisfaction for interactions between the public and businesses and between governments. This includes but is not limited to:

  • User Experience:  Easy navigation with friendly design (Look and Feel)
  • Provide notifications
  • Easy to integrate with other applications
  • Provide service in multiple languages
  • Securely complete transactions
  • Provide support services
  • Multiple platforms : iOS, Android, Blackberry OS, Windows Phone

Innovation

This criterion focuses on the "Wow!" factor - that is, the innovative use of technology or stand-out approaches for combining ideas in a  creative manner and developing a solution that unique, original and new  (hasn't been done before) to reflect innovation and how it has improved service delivery and overall customer experience.

  • "Wow!" factor
  • Having more than one entity collaborating in the making of a more comprehensive application
  • Having the application to cater for more than one service using a single app

UAE’s Best m-Government Service on the Federal level 

Who can participate

All UAE Federal entities can participate with a maximum of one submission. The submission form will be available on the portal.

The winners of “Best m-Government Service” on the Federal, Local, Arab and Global levels be honored at the second edition of the Government Summit in the  awards ceremony that is due to be held in Dubai, on 10-12 February 2014.

Rules

  • The mobile solution/application must be related to a core business/service offered to external customers.
  • The mobile solution/application must be a public service offered to individuals (Government to Citizens (G2C) or to Business (G2B)  and not  Government to Government service (G2G)).
  • The mobile solution/application must be in the core business of the entity submitting.
  • The mobile solution/application must be a working application and up and running.
  • If the mobile solution is an application, it must be available in at least one of the apps stores (iOS, Android, Blackberry OS, Windows Phone)
  • The relevant government entity (Arab, UAE Federal and UAE Local) can NOT submit more than one application.
  • More than one government entity can participate with a joint submission with the key entity taking lead in the submission (Applicable only for UAE related awards).
  • All applications can be in Arabic or  English or Bilingual/all.
  • All applications submitted must include a video explaining the application, it's main benefits, and the approach taken to build it.

UAE’s Best m-Government Service on the Local  level 

Who can participate

All UAE Local entities can participate with a maximum of one submission. The submission form will be available on the portal.

The winners of “Best m-Government Service” on the Federal, Local, Arab and Global levels be honored at the second edition of the Government Summit in the  awards ceremony that is due to be held in Dubai, on 10-12 February 2014.

Rules

  • Nominations for Best mGovernment Service Award at the Local Level will only be accepted through the respective Executive Council of each emirate. Direct nominations from local entities will not be accepted.
  • The mobile solution/application must be related to a core business/service offered to external customers.
  • The mobile solution/application must be a public service offered to individuals (Government to Citizens (G2C) or to Business (G2B)  and not  Government to Government service (G2G)).
  • The mobile solution/application must be in the core business of the entity submitting.
  • The mobile solution/application must be a working application and up and running.
  • If the mobile solution is an application, it must be available in at least one of the apps stores (iOS, Android, Blackberry OS, Windows Phone)
  • The relevant government entity (Arab, UAE Federal and UAE Local) can NOT submit more than one application.
  • More than one government entity can participate with a joint submission with the key entity taking lead in the submission (Applicable only for UAE related awards).

Best M-Government Service by University Students 

in cooperation with UAE Federal government entities.  

Who can participate

All registered students enrolled in one of universities in the UAE are eligible to participate. Students cannot participate individually, and must be a group of two as minimum and six as maximum.

The winner of “Best m-Government Service” award for Students from Universities in the UAE will be awarded AED 1,000,000.
The monetary award will be split equally between the university and the winning team from the same. 

Rules

  • All registered students and enrolled in one of universities in the UAE are eligible to participate.
  • Students cannot participate as individuals.
  • Students must be a group of two as minimum and six as maximum.  
  • The team can submit more than one application.
  • The mobile solution/application must be related to a Federal Government service (G2C, G2B and not (G2G)
  • It is preferred that the mobile solution/application be a working application
  • If the mobile solution is an application, it is preferred that is available in at least one of the apps stores (iOS, Android, Blackberry OS, Windows Phone)
  • Universities in the UAE can participate with more than one team.
  • The mobile solution/application must be developed in-house by the  participating students.
  • The University/ college has to be a credited academic institution from its respective country.
  • All applications can be in Arabic or  English or Bilingual/all.
  • All applications submitted must include a video explaining the application, it's main benefits, and the approach taken to build it.
  • All Student Applications must include a fully running application OR a working simulation on an Official SDK from operating systems below.

Best m-Government Service on the Global Level

(by Expert nominations)  

This category will be based on expert nominations and will not  eligible for submission. A short list  of top 10 world best mobile services will be shortlisted listed and the Jury will assess nominated mobile solutions based on the common criteria presented for the award.

Frequently Asked Questions

  • All applications submitted must include a video explain the application and approach take to build it along with the main benefits.
  • The video must be at least 1 minute long and does not exceed 3 minutes.
  • The video must be shot in full HD 1080p , and formats can include MP4, AVI & Mpeg.
  • All applications can be in Arabic or  English or Bilingual/all.
  • All Native Application applications must be at least running the following versions of these mobile operating systems:
      1. For Android version 4.0 and above. 
      2. For iPhone IOS 5 and above.
      3. For Blackberry OS 7.1 and above or Blackberry OS 10.
      4. For Windows Mobile  8.

How to Submit

Submission will open on 8th of December and will close on the 12th of December, 2013.

  • An electronic form will be available online for your submissions.
  • Submissions will be based on videos or a link that can be used to conduct the testing and evaluation by the jury.

Submission closed. Winners will be Announced at the Government Summit in February
